BARMM islands sealed against escapees from PDEA-9 office

MANILA, Philippines — Sa ikatlong sunod na taon, nanguna ang Pilipinas sa mga bansang posibleng mag-angkat ng pinakamaraming bigas sa buong mundo sa kabila ng agrikultural nitong katangian.

Kamakai lan lang nang i-project ng United States Department of Agriculture (USDA) ang 4.2 milyong metrikong toneladang total rice imports ng ‘Pinas para sa taong 2025, bagay na kinakailangan aniya para matugunan ang papalaking consumption “dulot ng populasyon at turismo.”

“This forecast says a lot about how [Republic Act] 11203 has affected rice farmers, consumers and the domestic rice i ndustry in the past five years of its implementation,” ani Kilusang Magbubukid ng Pilipinas (KMP) chairperson Danilo Ramos ngayong Martes sa pagdinig ng Senado.

Tumutukoy ang RA 11203 sa Rice Liberalization Law, bagay na nagtatanggal sa restriksyon sa dami ng dayuhang bigas na maaaring iangkat sa Pilipinas kapalit ng tarpika.

Matagal nang tinututulan ng ilang progresibong magsasaka ang pagpapatupad ng naturang batas sa dahilang pinapatay aniya ng pagbaha ng banyagang bigas ang lokal na industriya.

Una nang sinabi sa pagdinig, na pinangunahan ni Senate Committee on Agriculture and Food chairperson Cynthia Villar, na irerebyu ang Rice Competitiveness Enhancement Fund (RCEF)  sa ilalim ng Section 13 ng batas.

Kinakailangan kasing magsagawa ng mandatory review rito kada anim na taon para malaman kung ipagpapatuloy, aamyendahan o ibabasura ang Rice Fund.

Paliwanag ng KMP, kinakaailangang pag-isipan nang maigi kung palalakihin patungong P15 bilyon ang RCEF bunga ng “mahinang” paggamit ng Philmech sa pondo.

Lumalabas daw kasi sa datos na nananatili lang sa 14% ang mechanization ng pagtatanim sa bansa, ito matapos bumibili aniya ang Philmech ng “overpried” tractors no ong taong 2021.

Idiniin din ng grupo ang mabagal na pamamahagi ng Rice Farmers Financial Assistance (RFFA), bagay na nag-“forfeit” na raw sa papel nitong magbigay ng agarang ayuda sa mga magbubukid ng palay.

“Inaabot ng ilang taon bago maipamahagi sa mga magsasaka ng palay ang P2.135 billion excess tariff revenue collection noong 2019, ang P5.471 billion noong 2020, ang P8.948 billion noong 2021 at ang labis na P12.795 billion noong 2022,” dagdag pa ni Ramos sa oversight hearing.

“Sa taong 2023, halos P20B ang excess tariff revenue collection subalit hindi pa ito lubusang naimamahagi sa mga magsasakang benepisaryo ng RFFA.”

Iminumungkahi ng KMP na dapat ma-assess ang RCEF kasabay ng National Rice Program ng Department of Agriculture, Agriculture, Fisheries and Mechanization Act at pagpapalakas ng mandato at regulatory functions ng BPI pagdating sa paglalabas ng  Sanitary and Pythosanitary Import Clearances.

“Malinaw na kontra-magsasaka at kontra-Pilipino at dapat lang batikusin si Marcos dahil sa commitment nito sa 5-year deal nito sa Vietnam at sa World Trade Organization para tuluy-tuloy na mag-import ng b igas at kapabayaan sa lokal na produksyon,” ani Zenaida Soriano, tagapangulo ng Amihan kahapon.

Matatandaang umupo si Marcos Jr. bilang kalihim ng DA matapos manalo sa pagkapresidente taong 2022 para tugunan ang krisis sa pagkain, isang posisyon na ibinigay niya kalaunan kay Francisco Laurel Jr.

Matatandaang ipinangako ni Marcos Jr. habang kumakandidato na maibababa niya ang presyo ng bigas patungong P20/kilo, bagay na hindi pa rin natutupad hanggang ngayon.

COTABATO CITY — The Bangsamoro police has deployed agents in seaports in Basilan, Sulu and Tawi-Tawi to prevent any of the seven escapees from the detention facility of the Philippine Drug Enforcement Agency in Zamboanga City from getting through any of the three island provinces.

Brig. Gen. Prexy Tanggawohn, director of the Police Regional Office-Bangsamoro Autonomous Region in Muslim Mindanao, on Tuesday said that plainclothes operatives are now positioned in seaports in the three provinces in support of the efforts of PDEA-9 and the Region 9 police to restrain the movements of the seven runaway shabu dealers.

Radio reports here on Tuesday morning quoted Maharani Gadaoni-Tosoc, director of PDEA-9, as saying that they have forwarded photos of the seven escapees to different units in the Bangsamoro region now helping track them down.

“Our efforts to prevent them from possibly getting into Basilan, Sulu and Tawi-Tawi are coordinated closely with the provincial governments in these three provinces,” Tanggawohn said.

The seven who escaped from PDEA-9’s detention facility in Upper Calarian in Zamboanga City, Wilson Sahiban of Indanan, Sulu, Junjimar Aiyob of Upper Patibulan in Panamao, Sulu, Albadir Ajijul of Isabela City in Basilan and four others from different barangays in Zamboanga City, Muhajiran Jumlah, Amil Khan Abubasar, Jimmy Sahibol and Kerwin Abdilla, were arrested in separate entrapment operations in recent weeks, all charged with violation of the Comprehensive Dangerous Drugs Act of 2002.

Gadaoni-Tosoc said the detainees got out from their cell through its ceiling that they destroyed and immediately ran away after they slipped through.
